Phase 1: Land Reclassification (LGU / Province)

Foundation of Legal Land Use Compliance

This phase ensures that the project site is properly aligned with local and provincial land use plans. Through the Land Reclassification process—from agricultural to commercial land use—AFHOMES secures approval from the Local Government Unit (LGU) and Provincial authorities, confirming that the land is legally designated for tourism and resort development.

This step is critical in establishing a legitimate and compliant foundation for all future development activities.

Phase 2: Environmental Compliance Certificate (ECC) – DENR-EMB

Environmental Protection and Sustainability Approval

The Environmental Compliance Certificate (ECC) is issued by the Department of Environment and Natural Resources (DENR-EMB). This phase evaluates the project’s environmental impact and ensures that all development plans meet national environmental standards.

AFHOMES undergoes detailed environmental studies to guarantee that the project promotes sustainable tourism, ecological balance, and responsible land development.

Phase 3: LLDA Clearance – Laguna Lake Development Authority

Water Resource and Ecosystem Protection

This phase ensures compliance with regulations set by the Laguna Lake Development Authority (LLDA), particularly for projects within the Laguna Lake watershed area.

The clearance confirms that the project will not negatively impact water systems, drainage, and surrounding ecosystems, reinforcing AFHOMES’ commitment to water sustainability and environmental protection.

Phase 4: Water Enhancement & Management System (EO 115 Compliance – LGU)

Local Environmental Policy Compliance

In compliance with Executive Order No. 115 (Series of 2025) issued by the Municipality of Calauan, this phase ensures the integration of water enhancement and management systems within the development.

This includes implementing measures for:

  • Efficient water usage
  • Drainage and runoff control
  • Sustainable water resource management

This step highlights AFHOMES’ alignment with local environmental policies and proactive sustainability initiatives.

Phase 5: Site Development Permit (SDP) – LGU

Final Approval for Construction and Development

The Site Development Permit (SDP) is the final regulatory approval required before construction begins. Issued by the LGU, this phase ensures that all prior compliance requirements have been successfully completed.

Once approved, the project is authorized to proceed with site development, infrastructure construction, and operational preparations, ensuring full compliance with local building and safety regulations.
